1. Our Commitment
Web3 Certification Board Inc. (W3CB) is committed to making the Parametric Insurance Simulator accessible to all users, including those with disabilities. We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as published by the World Wide Web Consortium (W3C).
This simulator is designed to serve climate negotiators, policymakers, government officials, and NGO representatives — many of whom procure or use digital tools subject to public sector accessibility requirements. We take those obligations seriously.
2. Applicable Standards and Regulations
Our accessibility efforts are guided by the following frameworks:
- WCAG 2.1 Level AA — The internationally recognised Web Content Accessibility Guidelines, which address perceivability, operability, understandability, and robustness of web content.
- Americans with Disabilities Act (ADA) — US federal legislation requiring accessible digital services, including web applications used in or by US federal, state, and local government contexts.
- EN 301 549 — The European harmonised standard for ICT accessibility, referenced in EU Directive 2016/2102 on the accessibility of public sector body websites and mobile applications.
- Accessible Canada Act (ACA) 2019 — Canadian federal legislation requiring accessibility in federally regulated sectors, including digital tools used by or for federal institutions.
- UK Equality Act 2010 — Requires reasonable adjustments for disabled users accessing services provided by organisations operating in the UK.
3. Accessibility Features Implemented
The Parametric Insurance Simulator includes the following accessibility provisions:
- Semantic HTML: Appropriate heading hierarchy (h1–h3), landmark regions (main, nav, footer, header), and list structures are used throughout.
- ARIA roles and labels: Interactive components including dialogs, modals, navigation tabs, and form controls use appropriate ARIA roles, aria-label, aria-modal, aria-live, and aria-labelledby attributes.
- Keyboard navigation: All interactive elements are reachable and operable via keyboard. The disclaimer and completion modals trap focus appropriately when open.
- Focus management: Focus is programmatically moved to modal dialogs when they open, and returned to a logical position when closed.
- Colour contrast: Text and interactive elements are designed to meet or exceed a 4.5:1 contrast ratio against their backgrounds in alignment with WCAG 2.1 AA criterion 1.4.3.
- Responsive design: The interface adapts to a wide range of screen sizes, supporting users who rely on zoom or who access the application on mobile devices.
- Descriptive labels: Buttons, links, and form inputs carry descriptive labels. Icon-only elements include accessible text or title attributes.
- No reliance on colour alone: Status information (e.g., payout triggered vs. not triggered) is communicated via text as well as colour.
- Animation: Interface animations use CSS transitions at modest durations. No content flashes more than three times per second.
4. Known Limitations
While we strive for full WCAG 2.1 AA conformance, the following areas are under active review or have known limitations:
- Interactive sliders: Range input controls used in the simulation may not communicate real-time value updates to all screen reader software with equal consistency across browser and AT combinations.
- Complex data visualisations: The risk gauge, blockchain timeline, and progress visualisations rely on visual presentation. Text-based alternatives (numerical values, log entries) are provided alongside these components, but dedicated accessible chart descriptions are not yet implemented.
- SVG content: The W3CB seal on certificates uses SVG. An aria-label is provided, but complex SVG accessibility varies across screen reader implementations.
- Third-party fonts and icons: Emoji characters are used as decorative icons throughout. These are not individually labelled for screen readers where they serve a purely decorative function.
We are actively working to address these limitations in forthcoming updates.
5. Browser and Assistive Technology Support
This application is designed to work with modern web browsers and common assistive technologies, including:
- Screen readers: NVDA + Firefox, JAWS + Chrome, VoiceOver + Safari (macOS/iOS)
- Keyboard-only navigation in Chrome, Firefox, Safari, and Edge
- Windows High Contrast Mode
- Browser text zoom up to 200% without loss of content or functionality

8. Review Schedule
This accessibility statement was prepared in April 2026 based on self-assessment of the application against WCAG 2.1 AA. We will review and update this statement annually, or following significant changes to the application's functionality or structure. An independent third-party audit is planned for 2027.
